Transportation Planning (GIS) Intern

Background:

The Santa Barbara County Association of Governments (SBCAG) is a federally designated Metropolitan Planning Organization (MPO) that tackles significant challenges, seeking solutions to achieve sustainable transportation, housing, and an equitable quality of life throughout Santa Barbara County. Some of the key roles and responsibilities are to develop the Regional Transportation Planning-Sustainable Communities Strategy (RTP-SCS), the Regional Housing Needs Assessment (RHNA), the local sales tax Measure A, and the Regional Data Hub. To efficiently and effectively plan for the region, data plays a central role in all key roles and responsibilities. SBCAG strives to become the regional leader by providing an insightful and valuable information hub through the utilization of tabular and spatial analytics to foster local and regional collaboration. 

SBCAG is accepting applications for a paid internship position within the Division of Planning that provides unique work experience for recent graduates and students. The successful candidate reports to the Principal Transportation Planner and starts approximately April 2026. The intern is expected to work at least 15 hours per week. 

About Planning Division:

The Division of Planning has a staff of four with responsibilities generalized as follows: 

  • Planning Director – Management and oversight of the Division, development of the Division’s work, and active participation in a variety of projects 
  • Principal Transportation Planner – Travel demand and land use modeling and general planning work 
  • Principal Transportation Planner – GIS governance and modeling and general planning work  
  • Transportation Planner – Census and general planning work 

The Division is responsible for a variety of SBCAG’s work, including RTP-SCS development, Airport Land Use Commission (ALUC) responsibilities, RHNA, unmet transit needs, regional growth forecast, and modeling, among others. In addition, the Division performs or manages other projects as directed. 

About the Position:

The intern will mainly play a pivotal role in supporting the implementation of the agency’s Geographic Information System (GIS) Governance by performing various technical and analytical tasks, aiding in the research and document preparation, and assisting with data requests related to urban and regional planning projects. Some of the example tasks include updating a regionally significant map in ArcGIS Pro, modifying a StoryMap within an ArcGIS Online environment, or developing metadata for the publicly available geospatial datasets.  

In this role, the intern can expect to: 

  • Assist in GIS governance including data cleaning, processing, and analysis to enhance tabular and spatial datasets, as well as updating SBCAG’s Regional Data Hub 
  • Assist in researching and developing value-added web-based mapping applications to support various regional planning policies 
  • Assist in providing technical assistance on data requests from internal and external stakeholders 
  • Perform other duties as assigned

Transportation Program Coordinator I/II

Description

Under general supervision, coordinates programs for employers and individuals in the County that enable, facilitate and promote ridesharing and transit utilization (e.g., carpool, vanpool, bus, train, and on-demand micro-transit) and active transportation (walk, standard and electric bikes , and micro-mobility options); assists with the motorist aid programs provided by the Santa Barbara County Association of Governments (SBCAG); performs a variety of community outreach, education, writing and editing, contact database updates, website updates, and field work in support of the Multimodal Programs Division(Division) ; and performs related duties as required.

Transportation Planner (I/II/Senior/Principal)

Description

Under general supervision or direction, performs professional and technical support for transportation planning programs; researches, analyzes, interprets and prepares reports
addressing transportation-related needs; develops and completes technical assessments and written project and program analyses; coordinates projects and programs with other Santa Barbara County Association of Governments (SBCAG) staff and member jurisdictions, regional transportation agencies, and state agencies; and performs related work as required.

Transportation Engineer (I/II/Senior)

Description

Under direct or general supervision, or general direction performs professional and technical duties for transportation engineering and planning programs; plans, analyzes, organizes, oversees and coordinates engineering work, including long- and short-term project planning, programming and compliance, design construction and related areas; coordinates assigned projects and activities with other SBCAG staff, member jurisdictions, regional transportation agencies, and/or state agencies; provides complex staff assistance to a Deputy Executive Director; and performs related work as required.

Government Affairs & Public Information Manager (I/II)

Description

Under general supervision; plans, organizes, and implements a comprehensive government relations communication program, and public outreach program in support of SBCAG projects and programs. Researches, monitors, and analyzes legislation affecting SBCAG programs, projects, and activities. Represents SBCAG’s position regarding legislation to special interest groups and local, state, and federal agencies, legislators, and lobbyists. Informs stakeholders and the public of the activities and objectives of SBCAG, and performs related work as required.

Human Resources Manager & Administrative Analyst (I/II)

Description

Under general direction, plans, organizes, oversees, coordinates, and performs difficult and complex professional and technical support related to Santa Barbara County Association of
Governments (SBCAG) human resource and administration functions. Provides highly complex support to the Chief Financial Officer/Director of Human Resources in areas of expertise. Manages employee benefits programs, payroll, recruitment, open enrollment, employee relations support, accounts payable, accounts receivable, grant administration and performs related work as required. Serves as the agency Disadvantage Business Liaison and Safety Officer.

Director of Planning/Programming

Under administrative direction from Executive Director: manages a division of the Santa Barbara County Association of Governments (SBCAG), covering Regional Planning or Programming; provides support to the Executive Director and Board of Directors in coordinating and directing divisional activities and operations; provides effective and efficient fulfillment of the functions and services of the agency; fosters cooperative working relationships among SBCAG operations and intergovernmental regulatory agencies, and various public and private groups. Provides highly responsible and professional assistance to the Executive Director in areas of expertise and performs related work as required.

Director of Multimodal Programs

Description

Under administrative direction from the Executive Director: plans and manages the Multimodal
Programs Division; provides support to the Executive Director and Board of Directors in
coordinating and directing the pursuit of Santa Barbara County Association of Governments
(SBCAG) strategic goals and objectives regarding regional rail, vanpool and transit service;
provides effective and efficient fulfillment of the functions and services of the agency; fosters
cooperative working relationships among SBCAG operations and intergovernmental regulatory
agencies, and various public and private groups. Provides highly responsible and professional
assistance to the Executive Director in areas of expertise and performs related work as required.
