Project Description

The project will help improve passenger rail service between Ventura and Goleta to reduce congestion on Highway 101 and provide commuters with an alternative to driving. 

Eligible expenditures are capital and operating costs including developing new schedules and service plans, obtaining environmental clearances, negotiating agreements, operating subsidies, rolling stock and related equipment, promotions and marketing, maintenance, connecting transit service, track improvements, station facilities, train and grade crossing controls. 

Project Updates

In fall 2025, a planned Amtrak Pacific Surfliner train was proposed to operate from Los Angeles Union Station to San Luis Obispo with a schedule that supports commuters coming from Ventura County to worksites along the South Coast.

Feb 6, 2026: Ventura County Transportation Commission (VCTC) approved the cooperative funding agreement between SBCAG, LOSSAN, and VCTC.

Feb 17, 2026: The LOSSAN Board approved the cooperative funding agreement between SBCAG, LOSSAN, and VCTC.

Feb 19, 2026: The SBCAG Board unanimously approved funding for a one-year expanded passenger rail pilot, adding peak-period service between Ventura and Santa Barbara, continuing to San Luis Obispo, and south to Los Angeles and San Diego. Service will begin in early May 2026 and will be evaluated for potential long-term expansion. The funding agreement includes commuter fare products – a $50 10-ride pass and a $150 monthly pass purchasable through the Amtrak website.
