Fully Funded and Ready for the Future: Santa Barbara U.S. 101 Corridor Milestone Headlines 2025 Measure A Annual Report

New annual report highlights $56 million invested in transportation programs and the $134 million state award that fully funded the Santa Barbara U.S. 101 Multimodal Corridor.

Reliable transportation can mean independence for seniors, safer roads for families, and a stronger economy for Santa Barbara County. The newly released Measure A 2025 Annual Report highlights how the voter-approved transportation sales tax continues to deliver results across the region.

For Santa Maria resident James Seideman, transportation is essential to daily life. At 67 years old, he relies on SMOOTH Dial-A-Ride service about a dozen times each month to reach medical appointments and run errands.

In a handwritten letter included in the report, Seideman described the service as “very important” and “vital” for seniors who have given up driving because the cost of maintaining a car has become too high.

“We have enough to worry about,” Seideman wrote. “We don’t need transportation as another problem.”

Measure A helps support specialized transit services like Senior Dial-A-Ride, ensuring older adults across Santa Barbara County can reach medical appointments, grocery stores, and other essential destinations safely and affordably.

Stories like Seideman’s illustrate the everyday impact of the countywide transportation sales tax approved by voters in 2008.

The 2025 Annual Report also highlights one of the most significant milestones in Santa Barbara County transportation history: securing the final funding needed to complete the Santa Barbara U.S. Highway 101 Multimodal Corridor.

“This milestone reflects years of partnership and the power of local investment,” said Marjie KIRN, Executive Director of SBCAG. “Every Measure A dollar has helped leverage additional state and federal funding to deliver a project that will improve safety, mobility, and travel choices for generations to come.”

In 2025, the region secured the final $134 million state award needed to fully fund the Santa Barbara U.S. 101 Multimodal Corridor project. This achievement reflects Measure A’s ability to leverage outside funding, helping attract more than $760 million in state and federal transportation investment for the region.

In Fiscal Year 2024–2025, Measure A generated $56 million in revenue, continuing to fund projects and programs benefiting every city and unincorporated community in Santa Barbara County.

Highlights from the report include:

  • Completion of the Highway 101: Padaro and Summerland segments, adding new carpool lanes, bridges, and improved access for pedestrians and bicyclists.
  • Launch of the Clean Air Express Midday Connector, expanding transit options between North County and the South Coast.
  • Continued investment in Safe Routes to School, bicycle and pedestrian improvements, and specialized transit services for seniors and people with disabilities.
  • Santa Barbara Public Library employees logging more than 8,300 sustainable commute trips, reducing nearly 93,000 vehicle miles traveled through SBCAG’s SmartRide commuter program.
  • Local street improvements and regional transportation projects across both North County and the South Coast.

Since voters approved Measure A with 79 percent support, the program has helped deliver safer roads, expanded transit service and transportation options that support the county’s economy and quality of life.

ABOUT MEASURE A

Measure A is Santa Barbara County’s voter-approved half-cent sales tax dedicated to transportation improvements. Approved by 79 percent of voters in 2008, the measure is expected to generate about $1 billion (2010 dollars) over 30 years to improve highways, local streets and roads, transit service, and bicycle and pedestrian infrastructure across the county.

The Measure A Investment Plan directs funding to transportation priorities in both North County and the South Coast, while also supporting major regional projects such as the Highway 101 Multimodal Corridor. Local funding from Measure A helps leverage additional state and federal investment to deliver large-scale transportation improvements.
