The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments. TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District

1.	CALL TO ORDER AND INTRODUCTIONS

2.	PUBLIC COMMENT
	The public may address the Technical Transportation Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda. Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.

3.	MINUTES
	Approve the minutes of February 2, 2006.

4.	APPRECIATION OF SERVICE
	Approve resolutions of appreciation for two individuals who provided service to TTAC.

5.	2007 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
	Review and comment on the draft schedule and agency submittals for preparing the 2007 FTIP.

6.	OVERALL WORK PROGRAM
	Consider approval of SBCAG's 2006-2007 Overall Work Program

7.	CONGESTION MANAGEMENT PROGRAM
	A.	Adopt a determination, pursuant to Section 65089.3 of the California Government Code that the County of Santa Barbara and the cities of Santa Maria, Buellton, Solvang, Lompoc, Santa Barbara, Guadalupe, Goleta, and Carpinteria are conforming to the adopted Congestion Management Program.

	B.	Add the State Route 246 intersections at Refugio Road and Casino Drive to the CMP network in order to more closely monitor operations on the segment of Route 246 between Alamo Pintado Road and State Route 154 in Santa Ynez.

	C.	Extend the seasonal monitoring of the Montecito Street/Castillo Street intersection in the City of Santa Barbara to include one more count to be completing during either April or May of this year.

8.	UNMET TRANSIT NEEDS
	Receive summary of public input on unmet transit needs.

9.	REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM
	Receive a report on the CTC's preliminary review of SBCAG's 2006 RTIP.

10.	SURFACE TRANSPORTATION PROGRAM
	Review and comment on draft programming recommendations for Local and Regional STP funds to program into the FTIP. (Staff report to be provided at TTAC meeting.)

11.	ANNOUNCEMENTS
	A.	Urban Transportation Monitor Report on Characteristics of In-Pavement Lights and Traveler/Trip Information Kiosks.
