SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS

The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Fourth Floor, Santa Barbara, CA. An alternate remote meeting site is being made available to members of the board and the public at the Metropolitan Transportation Commission, 101 8^th Street, Third Floor, Oakland, CA.

Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

5.	APPROVAL OF MINUTES
	Approve minutes from December 20, 2007 Board of Directors meeting.

6.	APPROVAL OF CONSENT CALENDAR (5 minutes)
	Approve by roll call vote on one motion:

	A.	TRAFFIC SOLUTIONS ONLINE CONTRACT AMENDMENT
		Authorize the Chair to execute an amendment for the Traffic Solutions Online Ridesharing Management Software Service with Ecology and Environment, Inc., amending the scope of work to include modifications for Curb your Commute at an additional cost not to exceed $24,630.

	B.	COASTAL EXPRESS MEMORANDUM OF UNDERSTANDING
		Authorize the Executive Director to sign amended MOU with Ventura County Transportation Commission for Coastal Express Transit Service to include an additional representative from each county to serve on the Policy Steering Committee and other minor changes.

7.	PUBLIC COMMENT
	The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda. Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

PUBLIC HEARINGS

8.	UNMET TRANSIT NEEDS (10:00 AM Time Certain) (60 minutes)
	Hold hearing and receive public input on unmet transit needs in Santa Barbara County.

	ACTION ITEMS

9.	COMMITTEE APPOINTMENTS (10 minutes)
	A.	Appoint one delegate and one alternate to the California Association of Councils of Goverments (CALCOG).

	B.	Appoint one delegate and one alternate each to the Coast Rail Coordination Council and the Los Angeles-San Diego-San Luis Obispo Rail Corridor Agency (LOSSAN).

	C.	Appoint three members and an alternate to serve as SBCAG representatives on the Coastal Express Policy Steering Committe.

	D.	That the Chair appoint members to the SBCAG executive committee.

10.	AMTRAK PASSENGER RAIL SERVICE (15 minutes)
	Receive presentation by City of Santa Barbara on On-Trak: A Plan of Transit/Rail Action for Commuters and consider adopting a position of support for the plan.

11.	PLANNING GRANT APPLICATION (10 minutes)
	Authorize submittal of joint grant application with the San Luis Obispo Council of Governments (SLOCOG) for State Blueprint Grant Funds for pilot study of Santa Maria Valley in conjunction with SLOCOG Community 2050 Program.

12.	2008 STATE TRANSPORTATION IMPROVEMENT PROGRAM (10 minutes)
	Adopt a Regional Transportation Improvement Program for funding made available through the 2008 State Transportation Improvement Program (STIP) funding cycle.

	INFORMATIONAL ITEMS

13.	CURB YOUR COMMUTE (15 minutes)
	Receive a report regarding the upcoming Curb Your Commute Highway 101 Milpas to Hot Springs traffic mitigation program.

14.	LOMPOC - SANTA YNEZ VALLEY TRANSIT SERVICE (10 minutes)
	Receive a status report on the implementation of transit service between the cities of Lompoc, Buellton and Solvang.

15.	SBMTD SOUTH COAST TRANSIT PRIORITIES PROJECT (15 minutes)
	Receive report from SBMTD on the implementation status of the South Coast Transit Priorities project.

16.	COMMITTEE REPORTS (5 minutes)
	Receive report on January 10, 2008 LOSSAN Board Meeting.

17.	EXECUTIVE DIRECTOR'S REPORT (10 minutes)

	Proposition 1B Intercity Rail Project support letter.
	Letter to Caltrans requesting funding support for Route 154 CHP enforcement services.
