SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS
BOARD WORKSHOP MEETING

Friday, March 11, 2005

The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

1.	CALL TO ORDER AND ROLL CALL

2.	PUBLIC COMMENT
	The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda. Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

3.	INTRODUCTIONS (15 minutes)
	Introduce meeting facilitator and invited panelists who will discuss the development of local transportation sales tax programs in other counties. The meeting facilitator is Eileen Goodwin, Principal, Apex Strategies.

4.	EXPENDITURE PLAN PANEL (90 minutes)
	An expenditure plan must be prepared identifying projects and programs that will be funded from the revenues of a proposed local transportation sales tax. Panelists will describe the plans from other counties and how they were developed. A one hour panel discussion is planned followed by a 30 minute question and answer period. The invited panelists include:

	Pat Dellin, Acting Executive Director, Santa Cruz County Regional Transportation Commission
	Howard Goode, Deputy Executive Director, San Mateo County Transportation Authority
	Darren Kettle, Director of Freeway Construction, San Bernardino Associated Governments
	Jim Moore, President, J. Moore Methods, Inc.
	Amy Worth, Chair of Contra Costa Transportation Authority and Mayor for the City of Orinda
5.	PRIVATE SECTOR SUPPORT FOR MEASURE D REAUTHORIZATION (90 minutes)
	Private sector and community organizations will be needed to generate support for a sales tax ballot measure. Panelists will describe how these efforts were formed in other counties and what they did to help support the sales tax ballot measure. A one hour panel discussion is planned followed by a 30 minute question and answer period. The invited panelists include:

	Barry Barnes, Partner, TBW&B Public Finance Strategies
	Jim Earp, Executive Director, California Alliance for Jobs
	Keith Millhouse, Member of Ventura County Transportation Commission and Councilmember for City of Moorpark
	Jim Moore, President, J. Moore Methods
6.	NEXT STEPS (30 minutes)
	Discuss next steps in initiating renewal effort for Measure D and provide direction to staff including:
	Set November 7, 2006 general election as target date for renewal ballot measure
	Reserve "Measure D" designation for ballot measure
	Direct staff to prepare request for proposals for consulting team to assist in developing expenditure plan and sales tax ordinance
7.	ADJOURN
	The next regularly scheduled Board meeting will be held on March 17 from 8:30 a.m. to 12:00 p.m. in Santa Maria.

	NOTE: SBCAG will be hosting a reception immediately following the board meeting from approximately 5:00 p.m. to 6:30 p.m. at the Chase Palm Park Center. All are invited.
