The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Lane Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 4th Floor, 105 East Anapamu Street, Santa Barbara, CA. Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

5.	APPROVAL OF MINUTES
	Approve minutes from December 18, 2003 Board of Directors meeting.

6.	PUBLIC COMMENT
	The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

7.	APPROVAL OF CONSENT CALENDAR (5 minutes)
	Approve by roll call vote on one motion:

	A.	REGIONAL TRAVEL MODEL
		Approve contract amendment with caliper Corporation in the amount of $20,300 for extra services in delivery of the regional travel model.

	B.	FTA SECTION 5311 PROGRAM OF PROJECTS
		Approve the Program of Projects for Federal Transit Administration (FTA) Non-Urbanized Area Transit fund (Section 5311) in Santa Barbara County for FY 2004-05.

	C.	CALTRANS MASTER FUND TRANSFER AGREEMENT
		Adopt a resolution authorizing the Executive Director to execute a Master Fund Transfer Agreement (MFTA) with the State Department of Transportation to provide for the allocation and transfer of federal and state transportation planning funds.

	D.	PROGRAM MANAGEMENT SERVICES CONTRACT
		Authorize Chair to execute an amendment to the 2004 contract with Fluor Enterprises, Inc. to provide additional services at an additional cost of $54,902.

8.	CALTRANS DISTRICT DIRECTOR'S REPORT

PUBLIC HEARINGS
9.	UNMET TRANSIT NEEDS (1 1/2 hours) 10:00 am time certain
	Conduct public hearing on unmet public transportation (transit) needs.

ACTION ITEMS

10.	CLEAN AIR EXPRESS OPERATOR CONTRACT (15 minutes)
	Authorize Executive Director to negotiate and execute a contract with AmericanStar to operate the Clean Air Express transit service.

11.	REGIONAL IMPACTS OF GROWTH STUDY (20 minutes)
	Receive presentation on Regional Impacts of Growth Study by the Economic Community Project.

12.	2004 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM (RTIP) (20 minutes)
	Receive a report on progress to date in preparing the 2004 Regional Transportation Program (RTIP).

13.	HIGHWAY 101 IMPLEMENTATION PLAN (10 minutes)
	Receive report on status of 101 Operational Improvement Projects and 101 Implementation Plan.

14.	SANTA BARBARA METROPOLITAN TRANSIT DISTRICT REPORT (SBMTD) (5 minutes)
	Receive presentation by Santa Barbara Metropolitan Transit District on current operations and planned improvements.
