What is the FTIP?
Every year the Federal Government provides states, counties, cities and transit agencies with funding for transportation projects. The funding is received by the federal government through federal gas taxes. The Federal Transportation Improvement Program (FTIP) is adopted by SBCAG and serves as a single reference document that the public and government agencies can review to understand where, when and how federal funding will be spent within Santa Barbara County. An accurate project description, including project scope and funding allocated, must be listed in SBCAG's FTIP before federal funds can be expended on the projects.

About the FTIP
What is the Federal Transportation Improvement Program (FTIP)?
Every year the federal government provides states, counties, cities and transit agencies with funding for transportation projects throughout the country that help improve the mobility of residents. The funding is received by the federal government through federal gas taxes. Types of projects include highway, local roadway, public transit, pedestrian, and bicycle projects. These federally funded projects need to be identified in a document that allows the public an opportunity to see what projects are being funded, which federal funding programs are involved, and when the projects will be delivered. The FTIP is the document that meets this purpose.
The Santa Barbara County Association of Governments is the designated Metropolitan Planning Organization (MPO) for Santa Barbara County and its incorporated cities and must carry out transportation planning and programming responsibilities specified in federal regulations. Among SBCAG’s many responsibilities include the preparation and adoption of a multi-year FTIP once every four years.
The FTIP serves as a short-term program for the use of anticipated federal transportation funds to maintain, operate and improve the region’s multi-modal circulation system. The FTIP identifies all federally funded highway, transit and other surface transportation projects in the county (along with their funding sources) that are scheduled for implementation in the following four years, FY 16/17 to FY 19/20. It also includes projects are subject to federally required action or are regionally significant. The FTIP must be financially constrained by year. This means that the amount of funding devoted to projects must not exceed the amount of estimated funding available. Only projects listed in the FTIP are eligible to receive federal transportation funding.

Amendment #7 is an administrative modification which amends only one project in the Highway Safety Improvement Program (HSIP) grouped project listing. The City of Santa Barbara's signal improvements at various intersections project is now receiving full federal funding through the HSIP program; local match funds are removed, and complete federal funding is programmed. |

Amendment #7 is an administrative modification which amends only one individually listed project; the Highway 101 HOV Lane/6 Lane Widening from Carpinteria to Sycamore Creek. The administrative modification moves $2.03 million in STIP funding from previous fiscal years into the current FTIP period. |

Amendment 15 is a formal amendment that programs recently awarded Senate Bill 1 (SB1) competitive funding. Amendment #15 also programs SHOPP funding for the Collision Reduction Program, Minor Program and Mobility Program. |

Amendment #16 is an administrative modification that adds two projects to the SHOPP Grouped Project listing: SHOPP Collision Reduction program. The two projects increase the funding programmed in the grouped project listing by $6.936 million in FY 18/19. |
Amendment #17
|
Amendment #17 is a formal amendment that will update the programming for the U.S. 101 HOV 6 Lane Widening Project (CT20) to be consistent with the 2018 STIP. With the approval of the 2018 State Transportation Improvement Program (STIP) in March, and subsequent amendments, CT20 was ultimately split into four segments. Those projects are reflected in the 2017 FTIP through Amendment #15 approved by the Board in July 2018. Amendment #17 will update the programming for project CT20.
